JAS-ANZ and Procedure 28

JAS-ANZ is the Joint Accreditation System of Australia and New Zealand. It is the government-recognised accreditation body of management systems and certification bodies.

JAS-ANZ has developed the external assessment component of the Disability Sector Quality System, known as Procedure 28.

JAS-ANZ Procedure 28 (PDF 361 kB) is the General Requirements for Bodies Auditing and Certifying Disability Support Services in Queensland. The procedure document is designed for auditors and outlines how service providers are audited and what they’re audited on.  Procedure 28 has been developed specifically for this quality system but draws on the International Standard ISO 19011 for the fundamental principles of the audit process.

All certification bodies for the quality system must comply with JAS-ANZ Procedure 28 for external assessment of the Queensland Disability Service Standards and the Queensland Disability Advocacy Standards.

On 15 September 2008, the second version of Procedure 28 was released for the sector – Procedure 28 version 2.1.  Any audits conducted after 15 September 2008 will need to comply with this current procedure.

This new version of the procedure includes new features such as:

This procedure has been developed in conjunction with ISO/IEC Guide 17021 and auditors under this quality system will need to be familiar with both this guide and the procedure to conduct audits.
