Our agency receives funding from DSQ. Is this CSTDA funding and will we have to participate in the CSTDA NMDS?
Yes, if your agency is being funded by DSQ then it is receiving CSTDA funding. This is the case irrespective of the amount of funding your agency receives or whether the funding is recurrent, non-recurrent, individual, block or emergency funding.
If your agency is receiving CSTDA funding then your agency is required to participate in the CSTDA NMDS. This requirement is a condition set out in your agency’s General Service Agreement with DSQ.
How does my agency know what CSTDA NMDS service types it provides?
Service types provided by your agency are set out in your agency’s General Service Agreement with DSQ. This agreement and any changes to it must be negotiated with your DSQ Community Resource Officer (CRO).

What is the difference between brokerage and subcontracting?
The fundamental differences between brokerage and subcontracting are the elements of responsibility and control. A brokering agency transfers responsibility for and control of the service delivery to another agency. A subcontracting agency retains responsibility and control by specifying the terms and conditions of service delivery by means of a contract or service agreement.
An example of brokerage is where an NGO manages emergency funds on behalf of DSQ and uses these funds to pay for emergency services that are independently provided to the service user by another agency.
An example of subcontracting is where an agency engages contract staff to cover a shift that is under-staffed.
Our agency brokers out some services to other agencies. How do we record the details of the services we broker for people?
If your agency brokers CSTDA funded services, your agency is to record the time spent in organising the brokered service against service type 2.06 "Case management, local coordination and development". Your agency should collect and report information about this service type outlet, the service user/s and the services provided in terms of coordinating, managing or arranging the brokered service.
Your agency is not required to collect or report information about the brokered service.
Our agency provides brokered services. Do we need to report to DSQ on the services we provide or is this the responsibility of the agency which brokered out the service?
If your agency is a CSTDA funded agency and provides services that have been brokered by another agency, your agency is required to report to the CSTDA NMDS about the service outlet, service user and service provided with respect to the brokered services. If the brokered service aligns with one of the CSTDA NMDS service types your agency already reports to DSQ, this information should be combined under the same service type outlet. If not, a separate service type outlet should be created. Please contact the CSTDA NMDS Helpline.
If your agency is not a CSTDA funded agency there is no requirement for your agency to report brokered services to the CSTDA NMDS.
Our agency subcontracts services to other agencies. Do we need to report to DSQ on the services we subcontract for people?
If your agency has subcontracted the provision of all or part of a service to another agency, your agency is responsible for collecting and reporting the details of the subcontracted CSTDA funded services provided by the subcontractor. Your agency will need to provide information about the service type outlet, service users and services received in relation to the subcontracted services.
Our agency provides subcontracted services. Do we need to report to DSQ on the services we provide or is this the responsibility of the agency that subcontracted out the service?
No, there is no need for your agency to report to the CSTDA NMDS in relation to subcontracted services that your agency has provided. This is the responsibility of the CSTDA funded agency which subcontracted the service.
My agency provides services that are partially funded by CSTDA funding and partially by funds that are not sourced from DSQ. Does my agency report through the CSTDA NMDS on all services provided irrespective of the source of funding?
Your CSTDA funded agency should report all services delivered against the service types your agency provides using CSTDA funding (even if CSTDA funding only partially funds a service type). If your CSTDA funded agency is unable to differentiate service users according to funding source (that is, CSTDA or other-sourced funding), you are required to provide details of all service users for the service type. Also, details of all staff should be included for each service type irrespective of funding source. My service type outlet will be closed during the reference week. Can we choose another reference week?
No, all service type outlets need to use the reference weeks specified in the Queensland edition of the CSTDA NMDS Data Guide: Data Items and Definitions.
We spend a lot of time with individuals to determine if they’re eligible to receive a service. If they are not eligible and do not become service users, how do we record the time we spend on intake and assessment?
The hours spent on intake and assessment should be included in your service type outlet 'staff ‘hours', irrespective of whether the people who are assessed actually go on to become service users.
Our agency provides family support services, with the whole family benefiting from the support we provide (eg. case management, respite). Shouldn't we report the whole family as service users?
No, the person with a disability should be reported as the service user.
Funding provided under the CSTDA is targeted to support people with a disability and it is information about those people and the services they receive that your agency is required to collect.
